Yes, it was released commercially. As far as I know the album is still in print. The song was a pretty big hit for this artist.

I won't give away the answer I'm thinking of; but tell me if I'm correct about it being based (or at least the title derived from) a French game show, which was also broadcast as 'It's A Knockout' in the UK? She sings in French with her 'friend' on this song.

That was the only one I could think of. Well I gave everyone else a shot. ;D The title supposedly came from the French television show 'Games without Borders' or "Jeux sans frontieres" as Kate sings throughout the song. "It's a Knockout" was the UK version of the show (that is lyrically mentioned as well.)
